Introduction


During the 1990's the Regional Municipality of York experienced the highest growth rate in the Greater Toronto Area (GTA). By 2021, the population of the Region is expected to reach 1.3 million.

Within those projections, approved community plans and growth management strategies for East Gwillimbury currently provide for a population of 57,100 by the year 2026--from its present population of 21,900. Presently, 94 per cent of the Region's existing population relies on sanitary services provided through the York-Durham Sewer System (YDSS)--a system that is currently at capacity. In addition, planned population and industry growth within East Gwillimbury is expected to generate sewage flows and water servicing beyond the existing capacity of municipal waste water services.

In 1997, the Region completed the Master Plan Study for the YDSS. This Master Plan identified and reviewed current conditions and future alternatives necessary to meet population projections in the Region and identified the communities of Queensville and Holland Landing for future connection to the YDSS. In April 2000, a Class Environmental Assessment (EA) was completed to include YDSS connections for Queensville and Holland Landing.

In October 2004 the Minister of the Environment ordered the "review of the Class EA study conducted in April 2000.” In August 2005, York Region started the review process of the Class EA for wastewater infrastructure for the communities of Holland Landing and Queensville. The Class EA review includes the addition of the community of Sharon into the service area.

This undertaking is to be a review of the 2000 Class EA study for the project. The review will ensure that the project and mitigation measures identified in the Class EA are still valid given the current planning context and the current environmental setting.
